So, does the game need a new CPU board? Is that what your troubleshooting would indicate? Anything else wrong with the game besides that?

The game had been previously serviced by a local company, they did repairs to the driver board and the CPU. Neither are reliable in my opinion however the driver board is currently working and Yes, I would replace the CPU instead of trying to repair this one to gain access to the test menu. In my opinion is too far gone.

Prices for both cpu and driver has been taken into consideration when pricing this out, as I said however, the driver board is currently working.

Understood and thanks for the explanation. My Theatre of Magic came to me with a spare/extra CPU board and those two games shared the same set of boards. So happen to have one ready to go as it is (minus the chips and ROMs that I assume could be transferred over?).
