ANSWER Cloudflare and the Internet

In case anyone was having issues connecting with PBR this weekend, it seems that somewhere in the internet, routing between some CloudFlare datacenters and my datacenter was not working.

My ISP added a new IP Address to the server, and we migrated the site over. Everything should be fine now, it is in a new network segment that is not affected by the routing issues.

Cloudflare, Inc. is a U.S. company that provides a content delivery network, DDoS mitigation, Internet security services and distributed domain name serverservices, sitting between the visitor and the Cloudflare user's hosting provider, acting as a reverse proxy for websites.

Basically, images and content are cached with cloudflare, so wherever you are in the world, the site will load faster, and should be more resilient to attacks and can serve more web pages without putting more load on the server.
