Diner System 11C question

I just got a Diner with a system 11C CPU. The CPU doesn't boot when it's in the game, but does boot on my test bench. When I turn it on, I notice 2 flasher lamps that are stuck on continuously.

Does anyone have any thoughts as to what this could be? Game also has a new rotten dog Power supply board.

I also don't have 5v on the Rottendog power supply that appears to be brand new. Reading -3 on the TP +5v on the board.
